Safe Streets and Roads for All (SS4A) is a discretionary grant program established by the Bipartisan Infrastructure Law (BIL). In 2024, Perry County received an SS4A grant to develop a Safety Action Plan.

This plan aims to identify roadway safety improvements through a collaborative, proactive, and data-driven process to ultimately reduce roadway-related fatalities and serious injuries on county-maintained roads.

The SS4A program focuses on reducing roadway fatalities and serious injuries through systemic, community-focused approaches. It emphasizes safety improvements for all users, including drivers, pedestrians, cyclists, and transit users, especially in underserved and rural areas. The program encourages collaboration, community-driven strategies, and innovative solutions tailored to local needs, making it highly adaptable to Perry County's goals.

Why do we need a safety action plan?

  • Between 2019-2023 in Perry County there have been:
    • 8 fatal crashes
    • 49 suspected serious injury crashes
    • 57 non-incapacitating injury crashes
    • 62 possible injury crashes
  • The statewide fatality rate in Alabama = 17.5 Fatalities per 100k population
    • Perry County Incorporated Areas = 22.7 Fatalities per 100k population
    • Perry County Unincorporated Areas = 31 Fatalities per 100k population
  • 4 fatal injury crashes have occurred on county roadways
